The notable absentees from the CPT were Leslie Voltaire, Louis Gérald Gilles, and Edgard Leblanc Fils, who initiated the inter-Haitian dialogue sessions held from February 1 to 3, 2026, at the Montana Hotel to find a post-CPT alternative. As for advisor Fritz Alphonse Jean, images circulated on social media the day before showed him departing by helicopter for the north of the country. Unlike Edgard Leblanc Fils, the presence of advisor Leslie Voltaire, designated to sit on the three-member presidential college resulting from the inter-Haitian dialogue to replace the CPT, was noted. After greeting several diplomats and law enforcement officials, he discreetly withdrew from the gathering.
Presidential advisor Louis Gérald Gilles was also seen in the room at the very end of the ceremony. He greeted the five presidential advisors present and Prime Minister Alix Didier Fils-Aimé before leaving the room.
In a small, crowded room, clearly unsuitable for the occasion, the CPT’s end-of-term ceremony was held in the presence of members of the ministerial cabinet, representatives of the high command of the Haitian Armed Forces (FAd’H) and the Haitian National Police (PNH) and the Gang Repression Force (FRG), as well as the ambassadors of Canada, Brazil, Japan, Taiwan, France, and other friendly countries. The US Chargé d’Affaires, Ambassador Henry T. Wooster, along with members of the European Union delegation, among others, also attended the CPT’s departure from the political stage. Following this end-of-term ceremony, it is now official: the Transitional Presidential Council is no more. From now on, the Council of Ministers, under the leadership of Prime Minister Alix Didier Fils-Aimé, will ensure the continuity of the executive branch. The Secretary-General of the Presidency, Marie Élizabeth Régine Joseph Haddad, wished the Prime Minister a welcome return to the Villa d’Accueil, which served as the Prime Minister’s office during the time of Prime Minister Ariel Henry, who headed the Council of Ministers. “To you, Mr. Prime Minister and members of the Council of Ministers, I wish you a welcome return home to the Villa d’Accueil,” said Ms. Haddad.
On this occasion, Alix Didier Fils-Aimé chose not to deliver a formal speech. The head of government preferred, he said, to address a few words to those present. He announced that a cabinet meeting, his very first, would take place immediately after the ceremony. “I will address the nation this evening,” he declared.
“On this February 7, 2026, the CPT reaches the end of its mandate, in accordance with the April 3 Agreement and the decree of May 27, 2024. As of today, the CPT ceases to exercise executive power,” declared Laurent St Cyr, coordinator of the CPT.
“While acknowledging the end of this mandate, Haiti is not entering an institutional vacuum. From now on, the Council of Ministers, under the leadership of the Prime Minister, will ensure continuity. The watchwords are clear: security, political dialogue, elections, stability,” he emphasized, calling on the Prime Minister to assume his responsibilities.
“Mr. Prime Minister, at this historic moment, I know that you understand the magnitude of the responsibility you are assuming before the Nation. Remain focused on the country’s priorities.” “You don’t have the right to fail,” Laurent St Cyr emphasized, claiming to have left his position “with a clear conscience, convinced of having made the fairest choices for the country, in compliance with the law.”
