Tragedy at the Citadel: The mayor of Milot arrested, an ISPAN official wanted

The mayor of Milot, Wesner Joseph, was arrested by the Haitian National Police (PNH) as part of the investigation into the tragedy at Citadelle Henri, which left 25 dead and about 30 injured on Saturday, April 11, 2026. This information was confirmed by the government commissioner at the Cap-Haïtien Court of First Instance, Eno Zéphyrin, during an interview on Magik9 radio on Tuesday, April 14, 2026.

Zéphyrin stated that Mr. Joseph, as well as the departmental head of the Institute for the Protection of National Heritage (ISPAN), were arrested in his presence. However, he revealed that he learned on Monday evening that an officer from the Northern Departmental Judicial Police Service (SDPJ/Nord) had released the latter without informing his superiors.

The government commissioner indicated that steps have been taken to bring this police officer before the judicial authorities. Furthermore, an arrest warrant and a travel ban have been issued against the departmental head of ISPAN, who is currently wanted.
